WHAT IS THIS THING? White shelves with acrylic panels in a pantry

My title describes it as best as I can! It’s attached to a wall in the pantry of a house, and has many little columns with a small open part in the bottom to remove whatever is in the bottom of the section, probably.

If it isn’t that then I would think about something that likely came in small boxes that could be easily stacked and pull out of the bottom. The boxes would have to be the height of the opening at the bottom and only as wide and deep as the space in the shelf. It would also have to be something that was important enough to display/be able to grab quickly, easily, and frequently (otherwise why make a holder system like this. It would also have to be something that came in many different varieties (hence why there are so many slots).

That’s why I thought maybe a spice rack. But that would be a lot of spices to keep extra of on hand all of the time. Someone else said batteries, but since the openings at the bottom are different sizes and the shelves are all the same I wouldn’t say it’s that. I also don’t believe it’s for a standard canned food item due to the dimensions someone else posted about, but that would be a good guess if they used the smaller cans (think tomato paste size cans). Tea bags (in the packets) would be a good guess though. I don’t think loose candy would make sense because it could fall out easily.
