My title describes it as best as I can! It’s attached to a wall in the pantry of a house, and has many little columns with a small open part in the bottom to remove whatever is in the bottom of the section, probably.

Pantry? Looks like a homemade rack for condiment packets, salt, pepper, sauces, teabags, that kind of thing. Maybe someone was super thrifty and this held all they fast food packets.

My guess is that these were for holding sewing thread spools and the former owner may have been a seamstress, dressmaker, clothing hobbyist etc.
An example of a thread spools that may fit in these slots would be from Gütermann and they are renowned for making high quality sew-all threads – strong, reliable thread available in a wide variety of colors. They have produced the same sized spools for 50+ years.

My dad had a suggestion: maybe they do a lot of baking, and they’re to hold yeast packets. The little Fleischman yeast packets are about the right size.
Edit: Each of the 3 racks could even hold a different type of yeast.

Are the bottom openings of all three shelves the same height, or would the items be slightly different sizes? It looks like there might be a U shape to the bases to prevent items from rolling out, is that the case?
I’m thinking they could be dispensers for batteries. AAA, AA, D maybe? That’s… a lot of batteries, but people did stockpile in the dark days before things were rechargeable.

I’d want to check if they are hung on the wall such that they can be easily removed. The bottom one is too low to be useful as a dispenser. Perhaps they held something that could be used elsewhere in the flat. They don’t show much in the way of wear from what I can see. If used regularly the plexi and paint should be affected.

Only thing I can think of is a spice rack based on the dimensions and location. It’s possible that this person did a lot of cooking or liked being stocked up.
If it isn’t that then I would think about something that likely came in small boxes that could be easily stacked and pull out of the bottom. The boxes would have to be the height of the opening at the bottom and only as wide and deep as the space in the shelf. It would also have to be something that was important enough to display/be able to grab quickly, easily, and frequently (otherwise why make a holder system like this. It would also have to be something that came in many different varieties (hence why there are so many slots).
That’s why I thought maybe a spice rack. But that would be a lot of spices to keep extra of on hand all of the time. Someone else said batteries, but since the openings at the bottom are different sizes and the shelves are all the same I wouldn’t say it’s that. I also don’t believe it’s for a standard canned food item due to the dimensions someone else posted about, but that would be a good guess if they used the smaller cans (think tomato paste size cans). Tea bags (in the packets) would be a good guess though. I don’t think loose candy would make sense because it could fall out easily.

I’m going to vote for plastic bags’ container. You get single containers like those meant to pile bags into and pull out the bottom. Used for everything from trash to doggypoo bags
