Blue plastic handles with finger grooves and white plastic rope loops at each end of the handle- handles seem hollow and don’t have much weight to them.

My title describes the thing. Looks like it might be used for carrying something. They do not open.

They do look like carrying handles, but also could be used to secure the front of a roof-mounted kayak/ canoe on a car. Open the bonnet and insert the blue ‘handles’ into the exposed gutter on the car body towards the front of the vehicle, ensuring the rope loops remain ‘outside’ when you close the bonnet. This gives secure attachment points to lash the kayak too.

Source: we did this in New Zealand as supplied by a kayak shop in Wellington. But ours were plain, sturdy, plastic tubing, without finger indentations! So these are carrying handles (maybe for carrying a kayak front and rear, once off the roof!!).

Definitely for carrying something that can be hooked into each loop. Either something that comes as a pair (boots?) or something with a hook on each side. I’ve seen similar things with hooks rather than loops intended for carrying plastic shopping bags.
